The worst of Tropical Storm Bebinca is forecast to hit northern Vietnam, including Hanoi, on Aug 16-17. The storm is currently located around 150 miles southwest of Hong Kong in the South China Sea, with gusting winds of around 50kts, and is expected to slowly track west along the coast of southeast China today and tomorrow. No major disruption expected at VHHH/Hong Kong Airport.

There’s the normal ongoing restriction that GA cannot operate Sun-Fri between 0001-0140, 0500-0800, and 1400-1800 local time each day. Now some additional closures have been announced. GA will not be allowed to operate all day on Sep 6 (due to heavy traffic congestion expected prior to the Jewish New Year holiday which starts on Sep 9), and the airport will then be completely closed from 1800-2300 local time on Sep 7 (for runway repairs).

Venezuela


Venezuela has not re-issued their earlier Notam which banned all GA ops throughout the country from Aug 5-12 - a ban which applied to overflights as well as landings. It was initially published in response to an assassination attempt on President Maduro on Aug 4. Opsgroup members have reported that authorities in Venezuela have announced that the country is now open again for GA flights. This presented no problem and was accomplished very quickly with the airport Customs agents. Our handler recommended that the crew wear official looking flight crew uniforms. This proved handy, as we were able to skip many of the very long security/immigration lines both leaving and arriving to the airport. Flight crew ID is also a must" More info

Japan


Typhoon Soulik is expected to pass off the tip of southern Japan on Aug 21 as a major storm, with gusting winds of over 100kts. Disruption likely at RJFK/Kagoshima. It’s then forecast to weaken slightly, hitting RKPC/Jeju island on Aug 22, before tracking north over the Korean mainland on Aug 23-24.

Neighbouring countries of the Democratic Republic of the Congo (DRC) are tightening preventive measures over an Ebola outbreak in which 10 people have died in eastern DRC over the past few weeks. A 7.3 magnitude earthquake hit Venezuela’s northeast coast late on Aug 21. Authorities have reported minor damage to infrastructure, and no injuries or deaths. The tremor was also felt in nearby Trinidad and Tobago, and as far as Colombia's capital Bogota, where SKBO/Bogota airport was briefly closed.

Despite most of the flood waters being pumped out, authorities have decided to push the reopening of the airport by three more days to Aug 29. There were concerns of not being able to mobilise enough manpower in time - both airport staff and repair crews. All of the 800 runway lights need refitting. About 2600m of the airport’s perimeter walls are damaged, as are the airport’s power storage facility and circuits. Most commercial flights are now using VOTV/Trivendrum, VOCL/Calicut, or VOCC/Cochin Naval Base.

Having escaped Typhoon Soulik which passed Japan to the south, Typhoon Cimaron is expected to make landfall in southern mainland Japan late on Aug 23. RJOB/Okayama and RJOA/Hiroshima airports are in the path of the storm, and both are showing gusting winds of up to 60kts on the TAFs. The storm is forecast to track over the region before entering the Sea of Japan on Aug 24.

Hawaii has been hit by flooding and landslides as Hurricane Lane approaches from the south. All the major airlines have cancelled flights. The path of the hurricane remains uncertain, but the latest forecast shows the eye of the storm twisting west of the Big Island today before glancing past Maui and several other islands on its way to Oahu tomorrow.

ATC strike continues today, Aug 28. Ethiopian authorities are doing their best to hide it, recalling retired controllers and others who had been promoted, to handle air traffic. Mostly affecting HAAB/Addis Ababa airport, but controllers in a neighbouring ACC have said this regarding overflights: “Regarding traffic from Addis FIR, we had to intervene with Addis Controllers as we could see on our radar 3 traffic same level only 4 min apart when we require 10 min and they were next to the boundary. Other occasions involve no transfer of traffic or traffic on wrong frequency. This is ongoing."

Ethiopia update: As of this morning, most controllers have returned to work. Some concessions made by ECAA. Addis ACC and TWR are again staffed with qualified controllers, so the safety situation, for now, is restored. However, 9 remain in jail. Returning controllers were forced to sign an ‘admission’ of illegal strike action in return for amnesty. IATA In Flight Broadcast Procedure requirement for Addis FIR remains in place, meaning you must broadcast on 126.9 as in other areas of concern in Africa. Further as we get it. More here.

The airport is currently closed, following a 6.7 magnitude earthquake that hit the region early on Sep 6. At least eight people have been killed in huge landslides that engulfed houses, and power has been cut in several areas. Some minor damage inside the airport’s terminal, but no damage has been confirmed so far on the runways.

The airport is set to reopen to domestic flights late on Sep 7. No clear date yet for when it will reopen to international flights. It has been closed since Sep 3, after Typhoon Jebi flooded the runway and swept a tanker into the only bridge connecting the airport to the mainland.
